For the last 3 days at no point did any of my colonist runs were triggered other than manually (Meaning I launch manually the script that goes to terra, waits there to get a full colo load, then goes back to unload it). Moreover, since Geekm0nkey expressed that he'd rather not have anyone "afk scripting" in the game, I was present and monitoring all of these script runs from the start to end. When colonists were limited I would run it about every 15 minutes until there was no more colos on terra, now that the limit is my turns I just do it once in a while and eventually I hit a moment where there are so many on terra that all my turns evaporate.
What I'm saying is that if I started offline instead of online for any of those, it would not have changed anything. The script would login, do the run, then log off. It takes about 10 seconds. Even running it every 15 minutes as before, that would use 10 seconds of my online time every 15 minutes, it would not fix anything at all.
I'm not adverse to online limit time. The only reason I'm always online is because it makes it a bit harder for people to know when it's safe to attack my stuff.
