If you really want to get nerdy about it, scale it off of a vanilla game. What is the ratio of turns per day to colonist regen? Then set that as the regen rate here.
I don't know what the game logs capture, but I'd think it should be pretty easy to identify a player who is AFK scripting versus a player who is online and actively playing their account for hours on end. I bet the same AI tool the powers Zorak Fizzlebottom would be able to identify what's what pretty fast.
I'm in favor of maxing out colonist regen. Yes, colonist scarcity is supposed to be a game mechanic, but I think we've demonstrated that colonist scarcity can be weaponized and it just sucks all the fun out of the game.
